It looks like Lincoln Riley has identified his top target at quarterback for the class of 2016. That player is Dwayne Haskins Jr. Dwayne plays for Bullis High School in Potomac, Maryland. He is 6'3" and right around 190lbs.
Dwayne tweeted out after receiving his offer earlier today.

He is a Top 100 player in the class of 2016 according Rivals.com
Watching his film, he is definitely a pass first player. He has some decent mobility, but appears to look to only run and scramble only when necessary. He has great touch, reads defenses very well, and has above average arm strength. These characteristics are what has led to a player that already has offers from schools such as Alabama, Clemson, Florida, Florida St., Arizona St., Michigan, Ohio St., Texas, Texas A&M, and Tennesse along with a Sooners offer.
