Does anyone have any info on Jalen Saunders and his eligibility for this season?

I have been told by an OU junkie that "insiders" have heard that he has petitioned the NCAA for eligibility and that he has a 50/50 chance. I always thought that if your current head coach left you could transfer and play immediately, but I guess I am wrong or the rules have changed. Anyone have any info on the possibility of Jalen being able to play this year?
